Elder Financial Abuse Prevention ManualA Successful Public/Private PartnershipFrom its inception in 1995, the Elder Financial Abuse Prevention Project has grown to be a nationally recognized and replicated program, putting Oregon "on the map". It is a successful public/private partnership that strives to prevent, detect and report suspected financial abuse of seniors in Oregon. In addition to the OBA, partners in the project include the Oregon Department of Justice, AARP Oregon, the Oregon Association of Area Agencies on Aging and the Oregon Department of Human Services. The major product of the project is a finely crafted, comprehensive reference "kit" for bankers. The kit includes a training manual and a DVD. The kit contains information for bank personnel about how to recognize and report possible elder financial exploitation and how to conduct a seminar for seniors in the bank's local area. The DVD contains scenarios in bank settings illustrating situations based on actual events experienced by various OBA members. In 1999, the kit was sent to every bank branch in Oregon to be used for training bank staff. We are pleased to announce that the kit has been updated and distributed to every bank branch in Oregon again in 2007. In addition, Bend, Ontario, Astoria, Grants Pass, Ashland, Portland, St. Helens, and Hood River are some examples of places in which financial institutions have conducted community-wide trainings where bankers from several different banks attended a training together. The net result of this work is that hundreds of bank personnel, including fraud investigators and security officers, have been trained over the last several years in Oregon.
