Home Purchase Assistance Program

In 1996, the Oregon Bankers Association created the Home Purchase Assistance Program (HPAP) with a grant from the Home Ownership Assistance Program (HOAP), a fund established by the Oregon State Legislature to promote affordable homeownership opportunities for low-income Oregonians.  To qualify, residents must earn less than 80% of the area median income.

Because of the program's success, Oregon Housing and Community Services (OHCS) has continued to grant funds to the Home Purchase Assistance Program since its inception. To date, over 550 low-income families have purchased a home of their own with the help of the program.

Lenders
Any lender who is a member of the Oregon Bankers Association may access the funds, which will be disbursed to qualified homebuyers in the form of $1,500 loans.
